The report has made a case for ending the "special category" criteria for providing additional assistance to poorer states and has suggested a new matrix to decide on which states should get the most financial assistance from the Centre. Mumbai, Sep 26 (ANI): The whereabouts of one accused in the gang rape of a 22-year photojournalist in Mumbai became contentious on Thursday when he failed to appear for a court hearing, while jail authorities and probe agencies passed the blame for the mix up. Earlier, Mumbai police had filed a 600-page charge sheet against the five men on September 19. Police had said that it had 'strong' evidence against the accused and had listed 42 witnesses in the charge sheet. The 22-year-old victim, accompanied by a male colleague to the mill for an assignment, was assaulted on August 22. Public prosecutor, Ujjwal Nikam informed mediapersons in Mumbai that the court had directed the jail superintendent to produce the accused in the court on September 27. Sep 26, 2013
