
The government spent around Rs 74.5 crore on Prime Minister Narendra Modi's foreign visits this year, the Ministry of External Affairs told the Rajya Sabha on Thursday, in a written reply that also disclosed India has received USD 381.8 billion in Foreign Direct Investment (FDI) since April 2021.
The figures were shared in response to a pointed question from MPs Sanjay Singh and Dr V Sivadasan, who had asked for a country-wise account of the Prime Minister's foreign visits since 2021, the year-wise and visit-wise cost of each trip, and details of bilateral agreements, investment commitments and actual FDI received as a result.
Minister of State for External Affairs Pabitra Margherita said the year-wise and visit-wise expenditure figures, along with a country-wise list of Memorandums of Understanding (MoUs) signed during the visits, have been placed in two annexures attached to the reply.
For context, the ministry cited the cost of some past prime ministerial trips, when the Congress-led UPA was in power and the late Dr Manmohan Singh was Prime Minister: Rs 10.74 crore for a visit to the United States in 2011, Rs 9.96 crore for Russia in 2013, Rs 8.33 crore for France in 2011, and Rs 6.02 crore for Germany in 2013 -- each single trip costing more than this year's total foreign-travel expenditure.
The ministry noted that these are actual figures, not adjusted for inflation or currency fluctuations.
On the FDI front, the government said India received USD 381.8 billion in FDI between April 2021 and December 2025. It said high-level trips by the Prime Minister are an established means of strengthening bilateral, regional and global engagement, and that the agreements signed during such visits have helped deepen partnerships in sectors including technology, innovation, trade and investment, defence, energy cooperation and supply chain resilience.
The reply did not specify how much of the USD 381.8 billion FDI figure is linked to any particular visit, MoU or investment commitment, presenting the number instead as the total FDI received over the broader April 2021-December 2025 period.
