Intensifying its campaign to dismantle the terror ecosystem in the Union Territory, the Jammu and Kashmir Police, on the first day of the year 2026, attached the property of a Pakistan-based terror handler in the border district of Poonch.

According to an official spokesperson, in a decisive and resolute action against terror networks operating from across the border, the Jammu and Kashmir Police attached an immovable property belonging to a Pakistan-based terror handler and the launch commander of a banned terrorist outfit under the provisions of the Unlawful Activities (Prevention) Act (UAPA).

The attachment has been effected in connection with FIR No. 194/2024 registered at Police Station Gursai, district Poonch. The attached property comprises four marlas and two sarsai of agricultural land, situated in the village Nar, Nakka Majhari area of tehsil Mendhar, district Poonch.

The attached property is owned by Rafiq Nai alias Sultan, son of Mohammad Afsar, a resident of the area, who is presently operating as a Pakistan-based handler and launch commander of the banned terrorist outfit Tahreek-ul-Mujahideen/Jammu Kashmir Ghaznavi Force.

The accused, Rafiq Nai alias Sultan, is actively involved in the supervision of narcotics and weapons smuggling, facilitation of infiltration of trained terrorists, and revival of terrorist activities in the Poonch–Rajouri sector. He has been declared a "Designated Individual Terrorist" and is wanted in multiple serious criminal cases, including but not limited to the following:

The attachment was executed by a joint team of Police Station Mendhar and the Revenue Department after following all due legal procedures, verification, documentation, and obtaining approval from the competent authority.

This action forms part of a broader and sustained strategy to dismantle the financial, logistical, and support infrastructure of terrorist networks and to ensure that individuals involved in anti-national and terror-related activities are deprived of their resources.

District Police Poonch reiterated its unwavering commitment to act firmly and lawfully against all elements involved in terrorism and activities prejudicial to the security and sovereignty of the nation, and assured the public that such measures will continue in the interest of peace, public safety, and national security.
