New Delhi, Dec 29 (ANI): Delhi Women & Child Development Minister Rakhi Birla on Sunday paid tribute to Delhi Gang Rape Victim. Birla said that nothing has changed in the national capital since the brutal gang rape took place. She also added that she will take action to ensure stringent punishment for such culprits.
