
After imposing a ban on the use of Virtual Private Network (VPN) services, the Jammu and Kashmir Police launched a massive campaign across the Valley to identify individuals using the prohibited service.
More than 150 persons have been identified and booked for violating the ban on VPN usage across Jammu and Kashmir over the past three days.
On Saturday, Budgam Police launched decisive action against the unauthorised use of VPN services across the district, booking offenders and initiating legal proceedings to safeguard digital security.
Following prohibitory orders issued by the District Administration on December 29, 2025, banning unauthorised VPN usage, Budgam Police carried out systematic verification and monitoring. During the ongoing exercise, police identified 24 persons violating the ban.
Based on investigation and technical analysis, two FIRs were registered against individuals with adverse terror-related backgrounds, underscoring the security risks posed by the misuse of encrypted platforms. Additionally, security proceedings were initiated against 11 persons, aged between 18 and 40 years, for non-compliance with the prohibitory orders. They were bound down under Sections 126 and 170 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and later released after due warning.
Budgam Police reaffirmed their commitment to maintaining public order, enforcing lawful directives, and preventing the misuse of digital platforms. The public has been advised to strictly comply with all orders issued by the District Administration and to use digital services responsibly.
Meanwhile, Kulgam Police also initiated action against six individuals for violating prohibitory orders related to the use of unauthorised VPN services in the district.

The action follows strict directions issued by the District Magistrate to curb unlawful online activities and ensure digital security. Kulgam Police identified six persons using unauthorised VPN services in violation of the prohibitory orders issued by the District Magistrate, Kulgam.
Accordingly, security proceedings were initiated against all six persons for non-compliance with administrative orders.
Pertinently, the District Magistrate, Kulgam, issued prohibitory orders vide Order No. DMK/JC/2025-26/1061–78 dated December 27, 2025, banning the use of unauthorised VPNs to curb the misuse of online platforms, including encrypted applications.
Kulgam Police have advised the public against using unauthorised Virtual Private Network services and urged citizens to report any suspicious activity to the nearest police unit or by dialling 112.
Use of VPN services is banned in multiple districts for security reasons
The use of Virtual Private Network (VPN) services has been banned in several districts of Jammu and Kashmir for at least two months due to security concerns. According to officials, the misuse of VPNs can impede lawful monitoring and pose risks to public safety.
"VPN services have the potential to be exploited for unlawful and anti-national activities, including the coordination of activities prejudicial to the maintenance of public order, tranquillity, and national security," the order reads.
In Doda district, two youths were recently detained for using VPNs on their mobile phones. Police have also initiated action against 15 persons in Sopore and five in Anantnag for VPN usage.
