A letter purportedly written by a cabinet minister in the Omar Abdullah government, which has gone viral on social media, has raised questions over the functioning of the present dispensation in the Union Territory of Jammu and Kashmir.
Although senior government officials have neither confirmed nor denied the authenticity of the letter, the document, if genuine, reflects serious differences between the minister and a senior officer of his department.
Jammu and Kashmir Transport Minister Satish Sharma has reportedly written a formal letter to Chief Minister Omar Abdullah seeking the immediate removal of Transport Commissioner Vishesh Paul Mahajan from his present position.
In the letter dated August 6, 2026, Sharma levelled serious allegations against the transport commissioner, accusing him of open defiance, insubordination, bypassing the ministry and displaying discourteous conduct towards the elected office.
Sharma, who holds several portfolios, including Transport; Food, Civil Supplies and Consumer Affairs; Science and Technology; Information Technology; Youth Services and Sports; and ARI & Trainings, has sought Mahajan's transfer from the post of Transport Commissioner.
"Mr Mahajan's continued defiance of and disrespect towards the authority of this ministry has reached a point where the orderly administration of the transport department is being seriously compromised. I regret that I am compelled to raise this matter formally, having exhausted other means of resolving it," the letter states.
The minister alleged that the officer had repeatedly ignored written and verbal directions issued by the Transport Ministry and had taken administrative decisions without properly consulting or involving the ministry.
Sharma further stated that informal efforts to resolve the differences had failed and that the alleged conduct had adversely affected the smooth and orderly functioning of the Transport Department.
In the letter, the minister highlighted that the transport commissioner functions as the principal executive officer of the department under the policy direction and overall supervision of the minister-in-charge, who remains answerable to the House and the public for the functioning of the department.
"Persistent insubordination by a senior officer not only undermines the authority and dignity of the elected office but also disrupts the chain of administrative accountability, adversely affects the morale of the department, and ultimately impedes the delivery of public services to the citizens," the minister said.
Sharma further maintained that under the system of governance, the transport commissioner functions as the principal executive officer of the department under the policy direction and overall supervision of the minister-in-charge.
In view of the circumstances, the minister requested that Vishesh Paul Mahajan, JKAS, be "immediately moved out of the post of transport commissioner" and that a suitable officer of appropriate seniority be posted in his place.
Sharma said such a step would help restore the normal functioning of the Transport Department and prevent further administrative disruption.
Mahajan has earlier served as Deputy Commissioner of Reasi and Deputy Commissioner of Doda. He was later transferred and appointed Director, Tourism, Jammu, by the lieutenant governor.

Sharma, who holds several portfolios, including Transport, Food, Civil Supplies and Consumer Affairs, Science and Technology, Information Technology, Youth Services and Sports, and ARI & Trainings, is a former Congress leader.
He is the son of a Congress stalwart in Jammu and Kashmir, the late Madan Lal Sharma. In the 2024 Assembly elections, Satish Sharma was denied the Congress mandate from the Khour (Chhamb) assembly segment.
He raised the banner of revolt against the party and contested elections against the Congress candidate and former Deputy Chief Minister and ex-Speaker of the J&K Legislative Assembly, Tara Chand. Satish Sharma emerged victorious by defeating Tara Chand as well as BJP candidate Rajiv Sharma.
In October 2024, when National Conference staked claim of forming a government in J&K, Satish Sharma offered unconditional support to the National Conference. He was made minister in the Omar Abdullah government.
Satish Sharma's uncle, Sham Lal Sharma, is a seasoned politician of J&K, and he is presently a BJP MLA from the Jammu-North Assembly segment.
