New Delhi, July 18 (ANI): Pakistan High Commissioner Abdul Basit on Friday said that Hafiz Saeed is a private citizen of Pakistan and the country cannot put him behind bars in absence of _hard evidence_ against him. Basit also added that even though a country like America has put a bounty on him but they cannot arrest him to please anyone. Saeed, founder of the Pakistan-based terror outfit Lashkar-e-Taiba, is on top of India_s most wanted list, for plotting a series of terror strikes in India, including the 26/11 Mumbai attacks in 2008, in which 166 people were killed.
