A major controversy erupted in Jammu and Kashmir after a senior Indian Administrative Service (IAS) officer allegedly verbally abused a subordinate woman officer of the Jammu and Kashmir Administrative Service (JKAS) during a virtual official meeting.
After a video of the incident went viral on social media, political parties strongly criticised the conduct of IAS officer Kumar Rajeev Ranjan, Administrative Secretary of the Labour and Employment Department, Jammu and Kashmir.
In the video, Ranjan is seen repeatedly interrupting the woman officer, questioning her competence and allegedly telling her to "shut up". He is also heard calling her "bloody shit". When she objects to his language, he reportedly responds that he can speak to her that way because "I am your boss". He subsequently threatens to suspend her and instructs another officer to draft a suspension order.
Omar Abdullah calls for accountability.
Reacting to the incident on Friday, Jammu and Kashmir Chief Minister Omar Abdullah said that, had Jammu and Kashmir been a state, the IAS officer accused of verbally abusing a junior JKAS officer would have been attached to the General Administration Department (GAD) pending an inquiry.
Had J&K been a state the IAS officer seen abusing a young JKAS officer would have been attached to the General Administration Department pending an inquiry into his conduct. As a UT we expect the authorities with control over the IAS officers to set the right example & ensure abusive, threatening behaviour is not brushed under the carpet.

In a social media post, Omar said the authorities responsible for exercising control over IAS officers should set an example by ensuring that alleged abusive and threatening conduct was not ignored.
"Had J&K been a state the IAS officer seen abusing a young JKAS officer would have been attached to the General Administration Department pending an inquiry into his conduct," the Chief Minister said.
He added that, as a Union Territory, Jammu and Kashmir expected the authorities overseeing IAS officers to act appropriately and ensure that such behaviour was not brushed under the carpet.
I’ve seen the video of the online government meeting that is circulating on social media. Prima facie the conduct of the senior officer was not in keeping with the standards expected of a senior IAS officer & the subsequent threats issued to a junior JKAS officer only make matters worse. I’ve taken this up in the strongest possible terms with the Chief Secretary. Unfortunately as a UT control over IAS officers rests with Lok Bhavan but as CM I’ve instructed the CS to ensure the JKAS officer faces no retributive action.

Former Chief Minister and Peoples Democratic Party (PDP) president Mehbooba Mufti urged Omar Abdullah to take up the matter with the Union Government.
"Such erratic and disdainful conduct cannot be tolerated. CM Omar Abdullah must immediately take up the matter with the Government of India and demand strict action against the officer who is already facing allegations of issuing illegal gun licences," Mehbooba said.
Government orders inquiry
The Jammu and Kashmir Government has ordered a formal inquiry into the alleged misconduct of IAS officer Kumar Rajeev Ranjan towards JKAS officer Beenish Wani. The investigating officer has been directed to submit a report within 15 days.

According to Government Order No. 1654-JK(GAD) of 2026, issued by the General Administration Department (GAD) on Friday, Mandeep Kaur, Commissioner Secretary of the Housing and Urban Development Department, has been appointed as the investigating officer.
The inquiry will examine allegations of misconduct involving Ranjan, Administrative Secretary of the Labour and Employment Department, and Wani, Assistant Director in the Employment Department in Ganderbal. The matter came to the government's attention following reports published in print and electronic media.
The government has also appointed Amit Vermani (JKAS), Additional Secretary in the GAD, as the presenting officer in the inquiry.
The investigating officer has been directed to submit the report within the stipulated 15-day period. Further action may be taken after the allegations have been examined.

JKAS officers extend support to Beenish Wani
Jammu and Kashmir Administrative Service officers have condemned the alleged misconduct and public humiliation of Beenish Wani and demanded an impartial inquiry into the incident.
In a statement, the JKAS officers said they fully supported administrative accountability and performance monitoring. However, they emphasised that no senior officer had the right to use abusive language, issue threats or behave in a manner that undermined the dignity of a serving officer.
The statement further claimed that the incident was not an isolated one and alleged that the IAS officer had a pattern of using indecent and abusive language while discharging his official duties.
The JKAS officers urged Lieutenant Governor Manoj Sinha, Chief Secretary Atal Dulloo and the General Administration Department to ensure an impartial investigation into both the original incident and the subsequent departmental clarification.
