
While admitting that some undeserving people have taken the benefit of Pradhan Mantri Awaas Yojna-Gramin (PMAY-G), the Jammu and Kashmir government on Monday ordered immediate review and rectification of cases where deserving beneficiaries may have been wrongly excluded from the beneficiary list.
The Department of Rural Development and Panchayati Raj has also directed field officers to ensure that no genuinely eligible household is deprived of benefits under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) 2.0.
This order has been issued after widespread protests in different parts of Jammu and Kashmir over the inclusion of undeserving persons in the scheme, which is meant only for homeless people of rural areas.
According to an official communication issued by Mohammad Aijaz, Secretary to the Government, Rural Development and Panchayati Raj Department, concerns and grievances have been received from several districts regarding the exclusion of eligible households during the finalisation of the Permanent Wait List (PWL) under PMAY-G 2.0.

Deserving beneficiaries rejected
The department noted that representations from various areas have highlighted instances where deserving beneficiaries were reportedly rejected or deleted due to inadvertent errors, deficiencies in surveys, or verification-related issues. The government has emphasised that such cases require immediate attention to ensure that no eligible family is denied the housing benefits envisaged under the flagship scheme.
The secretary has directed the directors of rural development for the Jammu and Kashmir divisions to issue necessary instructions to all Assistant Commissioners of Development (ACDs) and Block Development Officers (BDOs) to strictly adhere to the guidelines issued by the Ministry of Rural Development, Government of India, while deleting ineligible households from the beneficiary list.

The order issued by the Rural Development and Panchayati Raj departments directed the officers to identify, examine, and rectify cases where genuinely eligible beneficiaries may have been erroneously rejected or removed from the list.
The government further directed the officers to immediately redress grievances and representations received from the public regarding exclusion from the PMAY-G 2.0 beneficiary list, with corrective action to be taken wherever required.
Warning given to officers against rejecting eligible beneficiaries
The Rural Development Department has warned that any omission, rejection, or deletion of a genuinely eligible beneficiary resulting from negligence, lack of due diligence, improper verification, or oversight will be viewed seriously. Officials found responsible for such lapses shall be held personally accountable and liable for appropriate action under the relevant rules.
Describing the issue as a matter of utmost importance, the department has directed all concerned officers to accord top priority to the exercise and ensure timely resolution of all genuine cases.
The order, issued on June 22, 2026, aims to strengthen transparency and fairness in the implementation of PMAY-G 2.0 and ensure that deserving rural households receive the benefits intended under the housing scheme.

5.03 lakh eligible beneficiaries in J&K
During the recently held budget session of the J&K Legislative Assembly, the government said that the Permanent Waiting List (PWL) prepared under PMAY-G Phase 1 on the basis of SECC-2011 and the survey conducted in 2018, comprising 3.35 lakh eligible beneficiaries, has been totally saturated.
For another phase of PMAY-G 2.0, a fresh survey has been started as per the guidelines and the directions issued by the Ministry of Rural Development, Government of India, during the month of December, 2024, wherein a total number of 5.03 lakh have been identified as eligible beneficiaries across the UT of Jammu & Kashmir.
For the first time ever, beneficiaries have been provided the facility of self-survey on the Awaas+ 2024 mobile app. The self-survey corroboration and checker verifications have already been completed, and the process for the deletion of ineligible beneficiaries is being carried out. Houses for the eligible beneficiaries shall be allocated as and when the new targets under PMAY-G 2.0 from the Ministry of Rural Development, Government of India, are received.
