Prime Minister Narendra Modi launched a scathing attack on both Bihar chief minister Nitish Kumar and RJD's Lalu Prasad Yadav at a rally in Muzaffarpur on Saturday, besides promising a 'special package' for the state.  

Bihar is likely to go to polls in October this year, and the BJP will be looking to repeat its Lok Sabha 2014 electoral performance, when it won 32 of the 40 Lok Sabha seats.

Modi, who was on his maiden visit to the state after becoming prime minister, said he will announce a special package for Bihar after the Parliament's ongoing monsoon session.  

He also said that the state will get 24x7 electricity if the NDA is voted to power.

Accusing Nitish Kumar of 'back stabbing' the people of Bihar, Modi said: "Nitish Kumar has hurt the people of Bihar because of his anger at me. ...you (Nitish) throttled the development of Bihar because of your problems with one man."

The stakes are high this time in Bihar where the BJP-led NDA will be pitted against the combined might of Janata Dal (U) and RJD.

Promising a better life for people if the BJP-led NDA is voted to power, he asked the gathering: "Do you want change in Bihar? Do you want peace? Do you want freedom from unemployment? Do you want liberation from a 'goonda raj'?" 

And then said: "If you want all of these things, give us an opportunity. We will deliver all of these to you in just seven months."

He said the Rashtriya Janata Dal, headed by former Bihar chief minister Lalu Prasad Yadav, symbolised bad governance. "Do you know what the true meaning of RJD? It is 'Rozana Jungle Raj ka Darr' (Daily Fear of Jungle Raj)."

He also played regional politics to the hilt, saying there are many ministers in his council from Bihar.

Modi's BJP, which played out a thundering performance in the general elections last year, is still reeling from the shock defeat in Delhi to the Aam Aadmi Party earlier this year. 

AAP members are also reportedly stepping in to Bihar on Saturday coinciding with Modi's visit top campaign for the assembly polls. 

Earlier during the day, Modi launched the Deendayal Upadhyay Gram Jyoti Yojana, dedicated to the nation the permanent IIT Campus at Patna; launched and laid the foundation stone for Incubation Centre for Medical Electronics, Patna, and inaugurated the construction of the first phase of the Jagdishpur-Haldia pipeline project.
