Indore, Dec 07 (ANI): MoS, HRD Shashi Tharoor said on Saturday that there is a difference between the state law issue and Article 370 and the only implication of Article 370 is that the gender equality is not applicable in J and K till the Kashmir Assembly passes it. He further said that the gender issue needs to be debated and article 370 in itself should not be debated.
