The government of India has invited tenders for an important service to be rendered for National Defence Academy (NDA) cadets at Pune: haircut. The e-tender notice was uploaded on Saturday, inviting bids from competent agencies that can provide hair-cutting services to 2,100 cadets.

The agency to be hired will provide services for one year starting from February 1, 2017 and the project cost (tender value) is estimated at Rs 24.67 lakh.

NDA at Khadakwasla near Pune, Maharashtra imparts military training not only to Indian cadets, but also to those from friendly countries.

"The objective of training, in essence, is to impart academic and technological training of the highest quality in order to equip cadets with appropriate qualification as foundation for their service careers," according to Air Marshal Jasjit Singh Kler, VM Commandant, National Defence Academy.

Besides teaching academics, the NDA syllabus also comprising cyber warfare, electronic warfare, defence studies, defence management, weapon and sensor technology, among other subjects.

Coming to the tender, here are the highlights:

The bids will be submitted through online mode of Central Public Procurement Portal (CPPP) (http:// eprocure.gov.in/eprocure/app). However, certain documents would be required to be submitted physically to be dropped in the tender box at the prescribed location/address.

The bid submission start date is December 23, 2016 (9 am) and the last date is January 2, 2017 (11 am).

The bid (also referred to as RFP) consists of five parts.

The contractor has to provide haircutting services to approx 2,100 cadets at NDA premises. The haircutting services will be required to be provided as and when the cadets approach the barber shop and at least once a week without any upper limit to the number of times the services are availed by any cadet.

The contractor has to provide 'Manicure' (cutting of nails) and 'Pedicure' to each cadet each time the cadet reports for haircutting.

The contractor should have a minimum annual turnover of Rs 5 lakh in hair cutting services, supported by proper documents to prove it.

The contractor should be able to provide minimum 18 skilled barbers with a supervisor at all times on all week days.

The haircutting services would commence from February 1, 2017. Please note that the supply order/contract can be cancelled unilaterally by the Buyer in case the services are not provided within the stipulated period.

The contractor will confirm and declare to the Buyer (Comdt NDA) that the contractor is the original provider of the services referred to in this Contract and has not engaged any individual or firm, whether Indian or foreign whatsoever, to intercede, facilitate or in any way to recommend to the Government of India or any of its functionaries, whether officially or unofficially, to the award of the contract to the Seller; nor has any amount been paid, promised or intended to be paid to any such individual or firm in respect of any such intercession, facilitation or recommendation.

It will be mandatory for the Bidders to indicate their bank account numbers and other relevant e-payment details so that payments could be made through ECS/EFT mechanism or payment through cheques, wherever feasible. Payment will be made on monthly basis against the actual bills duly certified by the officer so designated by the Commandant, NDA after obtaining necessary satisfaction certificate from the user duly supported by photocopy of the Bank Guarantee. No advance payment will be made.

The Inspection of the services provided by the contractor will be carried out by Board of Officers/ Quarter Master /Officer so designated by Commandant, NDA.
