New Delhi, Jan 23 (ANI): Negating the chances of AAP coming to the fore in the 2014 general elections, Unions Minister for oil M Veerappa Moily said that AAP may win Delhi polls, but Delhi is not the whole India. He also asserted that UPA 3 will come to power and that Congress never ran for power but always opted for a stable government.
